GRAP Stage 4 Enforced in Delhi-NCR as AQI Crosses 400

We report that the Commission for Air Quality Management (CAQM) has enforced Stage 4 of the Graded Response Action Plan (GRAP) across Delhi-NCR after the Air Quality Index (AQI) crossed 400, placing the region in the “Severe Plus” category.

This is the strictest level under GRAP and is implemented only during extreme air pollution episodes, posing serious health risks to the public.

What Restrictions Are Now in Force Under Delhi-NCR GRAP Stage 4

Under GRAP Stage 4, authorities have ordered the immediate suspension of all non-essential construction and demolition activities across Delhi-NCR. Entry of non-essential trucks into Delhi has been completely banned, with exceptions only for vehicles carrying essential goods and emergency supplies.

All non-essential industrial operations have been directed to shut down, particularly those running on coal, furnace oil, or pet coke. The use of diesel generator sets has also been STRICTLYprohibited, except for hospitals, emergency services, and critical infrastructure.

Advisory for Delhi Schools, Offices, and Public Movement

State governments have been advised to consider shifting schools to online classes and encouraging work-from-home for offices to reduce vehicular movement. Authorities are also minimizing non-essential travel to curb emissions during peak pollution hours.

Health Advisory Issued

Residents of Delhi-NCR, especially children, elderly people, pregnant women, and those with respiratory or heart conditions, have been urged to stay indoors and avoid outdoor physical activities. Use of N95 masks and air purifiers indoors has been strongly recommended.

Strict Enforcement Planned

Enforcement agencies have been placed on high alert. Violations of GRAP Stage 4 measures may lead to heavy penalties, site closures, and legal action under environmental protection laws.

Situation Under Continuous Review

CAQM will monitor air quality data daily and review the restrictions based on pollution trends. The measures will remain in place until there is a sustained improvement in AQI levels.

Delhi-NCR continues to remain under a severe air pollution emergency, with authorities urging full public cooperation to help bring pollution levels down.
